The Capital Wastes are home to various interesting people. And the human race is an intriguing one as well as a social one, so when you see one person there's bound to be another. There are many factions scattered accross the D.C. wasteland, and each one is more interesting than the last. We record them all in order to study them and use them. Remember: while some are kind and friendly, others are not, and those you don't want to get to close to...unless you are packing heat.
